Target hiring range is around: $75k - $85k annually (might be open to negotiation for right candidate).

The Accounts Payable Manager is responsible for coordinating and managing the central collection, posting, and payment of invoices of all the Telecare programs. This position reviews the accounts payable detail as it relates to the general ledger control accounts and prepares and maintains reports related to accounts payable. Additional responsibilities include supervision of the Accounts Payable Technicians; interfacing with various departments within the corporate office as well as program financial staff; supervision of the collection of W-9 forms; preparation and distribution of the year-end 1099 forms; sales tax reporting and unclaimed property reporting. This position interacts on a regular basis with the Financial Applications Specialist with respect to the management of the accounts payable financial system. Meeting with or presentations to small and large groups are an integral part of this position. This position may also involve some travel to provide training to staff at Telecare facilities and attendance at mandatory meetings as necessary.

QUALIFICATIONS
Required:
• Five (5) years of AP experience along with two (2) or more years of supervisory experience
• Experience with one of the major accounts payable software systems
• Bachelor's degree, or a Certified Accounts Payable Professional (CAPP) designation along with a two (2) year college degree in lieu of a Bachelor's degree
• The ability to draft fiscal policies and procedures for purchasing and expenditures
• Applicant must be fingerprinted and receive clearance from the Department of Justice and The Office of the Inspector General.
• Must be at least 18 years of age
• All opportunities at Telecare are contingent upon successful completion and receipt of acceptable results of the applicable post-offer physical examination, 2-step PPD test for tuberculosis, acceptable criminal background clearances, excluded party sanctions, and degree or license verification. If the position requires driving, valid driver's license, a motor vehicle clearance, and proof of auto insurance is required at time of employment and must be maintained throughout employment. Additional regulatory, contractual, or local requirements may apply.

Preferred:
• Experience with Lawson or other large ERP system

ESSENTIAL FUNCTIONS
• Demonstrates the Telecare mission, purpose, values and beliefs in everyday language and contact with the internal and external stakeholders
• Makes use of management practices that include empowerment of staff, communication of clear and concise expectations regarding duties assigned to employees, frequent feedback focusing on both positive and problematic aspects of work performance and other management practices that are consistent with Continuous Quality Improvement
• Promotes and maintains harmonious and effective relationships and communications within the department and with other departments
• Collaborates with other administrative staff in strategic planning activities with the goal of ensuring ongoing effectiveness of the AP function
• Completes and follows through with tasks and assignments, meeting expected deadlines
• Establishes staffing requirements and recommends to administration the number and classification of personnel to be employed
• Establishes and maintains the job specifications and descriptions for assigned staff
• Assumes responsibility for AP services, including:
• Coordinating and supervising the collection, posting and payment of invoices, and ensuring that AP records meet established standards
• Maintaining and reconciling AP detail to general ledger controls
• Designing and maintaining AP reports as required for financial analysis and supervising the maintenance of statistical data
• Reviewing accounts payable input data from facility Business Offices for accuracy and timeliness of receipt
• Manages AP services within allocated budgetary parameters
• Coordinates the efforts of assigned staff with other departments
• Promotes cost effective use of personnel, supplies and equipment
• Consistently updates knowledge of regulations, procedures and standards to assure compliance with contractual obligations and directives from governmental and regulatory agencies, fiscal intermediaries, and contracting counties
Duties and responsibilities may be added, deleted and/or changed at the discretion of management

SKILLS
• Necessary skills include analytical and problem solving skills, excellent supervisory skills, and the ability to work and communicate effectively with program staff, management staff, outside auditors, and customers
• This position also requires an understanding of basic accounting principles and a general knowledge of government regulations applicable to the functions of the AP Department
• Must be computer literate with proficiency in using Microsoft Excel and other Microsoft Office applications
• Must have experience with one of the major AP software systems

PHYSICAL DEMANDS
The physical demands here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

The employee is constantly required to sit and occasionally required to stand, walk, reach, twist, bend, pull and lift and carry items weighing 10 pounds or less as well as to do simple grasping occasionally. The position requires manual deviation, repetition and dexterity. Visual requirements include computer and book exposure.
